A 24-year-old man was shot and killed during an early morning altercation Sunday in a Bloomington neighborhood, according to police.

When they arrived, officers found a 25-year-old woman unresponsive inside a sedan. She was taken to Hennepin County Medical Center, where she later died.

Authorities say a woman ran across the highway and was struck by an oncoming vehicle in the right lane. The driver stayed at the scene and was not hurt.

The investigation began on March 2, when Mounds View police received a report of a missing 15-year-old boy. While attempting to locate the juvenile, family members examined the teen’s electronic devices.

Authorities say Lamont Eugene Williams was arrested after the victim, identified by family as Alexif Loeza Galvan, was found fatally injured in the street following an apparent struggle over a backpack.

The van’s driver, identified as 38-year-old Kyle Adam Hoctor, of Eagan, told police he had just completed a delivery and was attempting a left turn followed by a U-turn when the crash occurred.

According to the Minnesota State Patrol, a 2009 Chevy Impala was traveling in the right lane when it spun out on ice and slid across all lanes of traffic. A semi-truck traveling in the left lane then collided with the driver's side of the Impala.

Rubin David Adams pleaded guilty in U.S. District Court to two counts of armed robbery of a mail carrier. The crimes took place on consecutive days in Edina and Brooklyn Center.

The suspect was stopped Sunday night near 800 East American Boulevard after officers observed his vehicle driving the wrong way on 78th Street East, which is a one-way road.
