A man died after a Rochester police officer shot him during a confrontation inside an apartment Wednesday night after authorities say he grabbed an officer’s gun. The shooting happened at about 9:30 p.

A man is dead after a Rochester police officer shot him during a struggle at an apartment Wednesday night. The Minnesota Bureau of Criminal Apprehension is now investigating the use of deadly force.

The shooting happened just before 4 p.m. Monday, Feb. 23, in the 5600 block of Brooklyn Boulevard after reports that a man was waving a handgun in a business parking lot.

Eddie Darren Duncan, 23, of Minneapolis, was released from the Hennepin County Jail shortly after noon Monday, Feb. 23, after posting $35,000 bail in a pending felony case involving fleeing police and possession of a machine-gun conversion device.

The incident unfolded around 3:55 p.m. Feb. 23 in the business area near the 5500 block of Brooklyn Boulevard, where Brooklyn Center officers were dispatched on reports of a man waving a gun outside.

In a statement released this morning, BCA Superintendent Drew Evans said the FBI formally notified the BCA on Feb. 13 that it will not provide access to information or evidence.

The Midwest Medical Examiner’s Office identified the man who died during the Feb. 10 use-of-force incident as 30-year-old Donald Felver III, of Duluth.

Authorities say the suspect fled the homicide scene and was later killed during an exchange of gunfire with deputies after a pursuit on Grand Avenue around 9:40 p.m.

The incident happened around 9:40 p.m. Tuesday, Feb. 10, after a Saint Louis County deputy attempted to stop a driver for reckless driving near Grand Avenue & 59th Avenue West.

Prosecutors say he submitted the document in court proceedings tied to charges from a July 2025 crash and was made to appear as if it came from the Minnesota Bureau of Criminal Apprehension in an effort to challenge toxicology evidence.

The shooting happened near the intersection of Nicollet Avenue & East 26th Street, where witnesses reported seeing federal agents struggling with a man before shots were fired.
