The Minnesota Bureau of Criminal Apprehension also released the names of three Fargo police officers who discharged their firearms during the encounter.

Police say the incident began around 6:40 p.m. on Aug. 8, when a resident flagged down an officer to report a man wearing only boxer shorts and acting erratically.

The Midwest Medical Examiner’s Office confirmed the cause of death Friday evening, and the BCA identified the five deputies who discharged their firearms during the confrontation. All have been placed on critical incident leave.

Around 9:20 a.m., a 911 caller reported that their neighbor had doused a family member in gasoline and set their home on fire near Heritage Trail and East Pioneer Road.

The Minnesota Bureau of Criminal Apprehension identified the man shot by officers is 36-year-old Todd Ole Burris, of Bemidji. He remains hospitalized and two officers are now on standard leave.

Saint Paul police say the incident began around 11:40 a.m. on the 1500 block of Jessamine Lane, where officers responded to a weapons-related call reporting a gunshot fired inside a home.

According to the Otter Tail County Sheriff’s Office, the incident began around 5:30 p.m. when the Becker County Sheriff’s Office received a report of a domestic assault.

Damon Andreas Constans Jr., 23, is charged with two counts of second-degree assault with a dangerous weapon and two counts of threats of violence with reckless disregard, according to a criminal complaint filed Monday.
