Prosecutors say a Maplewood vehicle theft on Feb. 28 was followed by a robbery and carjacking in Saint Paul on March 2, leading to multiple charges against a man.

The shooting was reported around 2:02 p.m. Feb. 22 at the shopping center along White Bear Avenue, where Maplewood police and fire crews arrived and found an adult male suffering from a gunshot wound.

Officers located the victim in a third-floor hotel room. He told investigators he had previously helped Castro, an acquaintance he knew as “Rico,” move belongings during a snowstorm.

The woman is charged with malicious punishment of a child and neglect after authorities say she aided and abetted an assault carried out by her boyfriend.

Prosecutors allege the pair coordinated movements, communications and vehicles in the moments leading up to the gunfire.

According to the criminal complaint, the incident happened around 10:50 p.m. on Dec. 31, 2025, near Hazelwood Street North and County Road B East.

Shane Patrick Hurley, 51, is charged with first-degree criminal sexual conduct involving sexual penetration or contact with a child under 16 where a significant relationship exists.

Christ Hae, 24, of Saint Paul, and Han Do Wah, 19, of Woodbury, are each charged with felony possession of burglary or theft tools for the string of events that ended early Wednesday morning.

Court records show Joseph Raymond Wiggins Sr., 56, is charged with one count of second-degree murder with intent for the killing of 55-year-old Amy Doverspike.

Prosecutors charged Angela Zwack with one felony count of first-degree damage to property for the Dec. 5 incident at a McDonald’s in Maplewood. The charge carries a maximum penalty of five years in prison, a $10,000 fine or both.

According to a criminal complaint filed Friday in Ramsey County, 33-year-old Stephan Andrew James is charged with first-degree assault causing great bodily harm and second-degree assault with a dangerous weapon.

Police were called just after 4:30 a.m. on Sept. 26 to Maryland Avenue, where they found the victim, 31-year-old Abdul Bakr Jafar, fatally injured in the roadway.
