Saint Paul officers secured the scene and spoke with witnesses, with preliminary information indicating that a group of people were having a party before the shots rang out.

Officers were dispatched to the 1500 block of Magnolia Avenue East around 2:40 p.m. on July 2 after a report of a shooting, but they were unable to locate a victim and eventually cleared the scene.

Saint Paul Fire medics responded and transported them to Regions Hospital. The 14-year-old, who was driving the scooter, was later pronounced dead. The 13-year-old passenger remains hospitalized with life-threatening injuries.

Eric Deonta Hill, 36, is accused of pointing guns at drivers and rideshare passengers, firing a shot into a Jeep windshield, and attempting multiple carjackings before confronting police officers with a revolver.

The drowning victim has since been identified as Beverly Rodriguez, 40, a sergeant with the Metro Transit Police Department. She served as NLPOA's northern vice president and was a member of the department’s Homeless Action Team.
