30-year-old Paw Moo Htoo is charged with criminal vehicular homicide for causing the death of 42-year-old Marvin Martin Scroggins during the May 11 crash.

Just before 8 p.m. on May 11, Mounds View officers were dispatched when a 911 caller requested officers check on two people at the residence. Officers arrived and observed a man through a window, lying on the floor with blood visible on his face and shirt.

Initial information indicates that the driver of a silver sedan had been westbound on Arlington Avenue West at a high rate of speed when he failed to stop for a red light and collided with a black SUV.

According to a delinquency petition filed in Ramsey County Juvenile Court, 17-year-old Jeremy Joe Davila is charged with second-degree murder for allegedly aiding and abetting in the death.

The charges stem from the May 1 incident that sent Metro State into lockdown and left a red Ford Explorer riddled with bullet holes outside a nearby residence. The lockdown lasted about 25 minutes and there were no injuries reported.

Officers responded just after 5:15 a.m. for a welfare check on the 300 block of Edmund Avenue in the Frogtown neighborhood. After announcing their presence and getting no response, officers entered the home and found a woman unresponsive inside.

Around 10 a.m., a “merging conflict” in the southbound lanes of I-35W at County Road I in Ramsey County led to a chain reaction that ultimately involved multiple passenger vehicles and semi-trucks.

The structure, consisting of 12 double garages and totaling about 4,800 square feet, showed significant fire involvement when crews arrived.

Prosecutors allege the crew worked together for nearly a year, committing dozens of break-ins and thefts with a central hub in Saint Paul and a clear leader assigning roles.
