Ralohn Lorrane Hare, 35, is charged in Ramsey County with two felony counts of criminal vehicular homicide stemming from the Nov. 2 crash near Arlington Avenue East and Prosperity Avenue.

In a decision memo dated Dec. 12, the Ramsey County Attorney’s Office concluded that Officers Matthew Foy and Eric Jaworski acted lawfully when they shot Mychel Allan Stowers, 36.

Stevie Lopez Lindsey, of Minneapolis. is charged with two counts of second-degree murder with intent not premeditated and one count of first-degree assault involving great bodily harm.

Steven Fredrick Endsley is charged in Hennepin County with second-degree murder with intent, not premeditated, in connection with the death of a man he lived with inside a trailer.

Yusuf Ali Salat is accused of causing the woman’s death without intent while committing a second-degree assault and of possessing fifty grams or more of cocaine or methamphetamine while using or possessing a firearm.

According to the criminal complaint, law enforcement was dispatched at about 4:05 a.m. to a residence in St. Cloud on a reported knife complaint. The victim briefly spoke with a dispatcher and said he had just been stabbed.

The murder was allegedly committed as part of a past pattern of domestic abuse. A conviction on either count requires life in prison, and a premeditated murder conviction would remove the possibility of parole.

Court records show Joseph Raymond Wiggins Sr., 56, is charged with one count of second-degree murder with intent for the killing of 55-year-old Amy Doverspike.

The first shooting was reported around 9:26 p.m. Wednesday on the 2900 block of Emerson Avenue North after ShotSpotter alerts and 911 callers reported gunfire.

Officers responded to an apartment building on the 700 block of North Victoria Street where officers found a man fatally wounded and a suspect fleeing in a car moments before crashing.

When officers arrived, they found an adult man with multiple gunshot wounds and began lifesaving efforts until Saint Paul Fire medics took over. He was pronounced dead a short time later.

The criminal complaint accuses 23-year-old A’Quan Kaishaid Laurence Thornton of firing multiple rounds at the victim as the man drove away Sunday morning, striking him in the neck.
