Court records show Marcel Christian Stephane Zeh Dekoum, of Minneapolis, is charged with three counts of second-degree assault with a dangerous weapon and one count of threats of violence.

Documents say a Columbia Heights police officer on patrol saw Wallace Obey, 41, get into a vehicle and drive away despite knowing from prior encounters that his driving privileges were cancelled.
