Three men repeatedly punched and kicked another man outside a Saint Paul gas station before riding away on scooters with money taken from his pocket, according to charges.
Charles Satash Fillmore, 21, of Saint Paul, faces a charge of aiding and abetting aggravated robbery in the first-degree.
According to the complaint, multiple 911 callers reported seeing three men assaulting another man near a gas station in Saint Paul on August 20, 2026, at about 7:20 p.m. One caller told law enforcement the men took money from the victim before leaving westbound on scooters. Officers arrived and soon found three men on scooters matching the description provided by witnesses.

The victim, who is unhoused, emerged from a nearby business where he had been hiding. He told officers he did not know the three men who attacked him. He reported that the group did not like what he was saying and began punching and kicking him. The victim said he had seven one-dollar bills in his pocket before the assault, which were missing afterward. Officers observed injuries to the victim, including a bloody nose, facial bruising and swelling, a swollen lip and a bleeding elbow.
Officers detained Fillmore and two other men a short distance away. One of the men had seven one-dollar bills in his sweatshirt pocket, which officers photographed and recovered. Blood was also visible on his shoes. During a Mirandized interview, Fillmore admitted to throwing at least one punch during the assault but declined to elaborate further.
Another man told officers that the victim had previously made comments that made his sisters uncomfortable. He said that on this day, the group confronted the victim and after a brief conversation, the situation escalated. He claimed the victim swung at him first, prompting him to respond with a punch before backing away as the others continued the assault. He also stated that another member of the group took money from the victim.
A witness driving by told officers he saw three men “stomping out” the victim, then riding scooters around the block before returning to assault the victim again. The witness said he saw the men go through the victim’s pockets and take money before fleeing.
Surveillance video reviewed by investigators showed the three men approaching the victim, with one throwing the first punch. The victim stumbled and was then kicked and knocked to the ground. While the victim lay defenseless, Fillmore and another man repeatedly punched and kicked him, each well over 10 times. The video also showed the men picking up items from the ground near the victim.
The complaint notes that Fillmore has a prior conviction for violation of controlled substance laws in the second-degree. He is scheduled to appear in court Monday, August 24.
