The charges stem from a Jan. 4 incident at a residence on Fillmore Street Northwest in Elk River after a woman called police and asked for a welfare check on the victim.

According to a criminal complaint, Dallas T. Wright, of Plymouth, was arrested early Thursday, Dec. 18 after Oakdale police responded to reports of an unwanted person at an apartment building in the 6900 block of 10th Street North.

Prosecutors charged a 36-year-old Brooklyn Park woman and her 35-year-old brother with second-degree murder in the killing of Michael D. Tucker.

According to the criminal complaint, law enforcement was dispatched at about 4:05 a.m. to a residence in St. Cloud on a reported knife complaint. The victim briefly spoke with a dispatcher and said he had just been stabbed.

The murder was allegedly committed as part of a past pattern of domestic abuse. A conviction on either count requires life in prison, and a premeditated murder conviction would remove the possibility of parole.
