A Saint Paul man fired multiple shots at the victim during a family gathering, striking him in the leg and foot before leaving the scene in a white Cadillac, according to charges.
Isa Uthman Abdur Razzaq, 19, faces charges of attempted murder in the second-degree with intent but not premeditated and second-degree assault with a dangerous weapon. The charges were filed Thursday, August 20, in Ramsey County District Court.
According to the complaint, officers responded to Regions Hospital at about 6:40 p.m. on July 24 after the victim arrived with gunshot wounds to his lower right leg and foot. The victim refused to answer questions about the shooting and left the hospital against medical advice. Around the same time, officers were called to a home in Saint Paul where they found spent 9 mm casings and a trail of blood leading inside.

Officers spoke to a family member who said the home was being used for a post-funeral reception. The family member was not present during the shooting but told officers he heard from others that the victim had been shot during an argument by “someone’s kid.” Officers later executed a search warrant at the home and found additional blood evidence inside.
On August 18, the victim contacted investigators and agreed to discuss the shooting. He said he was in town for a funeral and had gone to the home with other family members. The victim told investigators that Razzaq walked through the house, confronted him on the back deck while holding a wooden pole, then dropped the pole and pulled a handgun from his waistband.
The victim described the handgun as camouflage with a green or tan slide. Razzaq pointed the gun at the victim’s center mass and fired twice, missing, then fired two more rounds that struck the victim. Family members separated the two, and Razzaq smiled at the victim before leaving in a white Cadillac. The victim said he initially did not cooperate with police due to his mental state after the family death and out of fear of retaliation, but later decided to come forward.
On August 18, officers arrested Razzaq near another Saint Paul address after he pointed a gun at a woman’s head inside his white Cadillac. During a search of the location, officers recovered a 9 mm handgun with a tan lower and silver slide from Razzaq’s bedroom. Razzaq was advised of his rights and agreed to speak with investigators but denied being at the location of the shooting or knowing about the family death.
Court records note that on April 20, 2026, Razzaq was sentenced in Ramsey County District Court for threats of violence after pointing an AR 15 pistol at a man and a woman during a parking dispute. That conviction makes him ineligible to possess firearms or ammunition. He was scheduled to appear in court Thursday, August 20.

About This Charge
Minnesota’s criminal-attempt statute, § 609.17, limits punishment for attempt to no more than half the maximum for the completed offense. Attempted second-degree murder carries up to 20 years in prison.
