Forest Lake Man Indicted With Production of Child Pornography

A Forest Lake man has been indicted on multiple child exploitation and cyberstalking charges tied to an online scheme targeting people connected to a Minnesota high school.

Damien William Quinn, who also used the name Ryan William Shattuck, is accused of posing online as a teenager to solicit and obtain sexually explicit images and videos from victims.

The 34-year-old was arraigned on an indictment charging him with four counts of production of child pornography, two counts of attempted production of child pornography, one count of receipt of child pornography and five counts of cyberstalking. He was ordered held in custody pending trial.

According to the indictment, Quinn operated numerous Snapchat and Instagram accounts under false identities. Prosecutors allege he used those accounts to “catfish” victims, presenting himself as a teen in order to gain trust and pressure them into sending explicit material. Investigators say the accounts were also used to repeatedly harass and intimidate people who had attended North Branch High School, including claims that he possessed nude images of them.

Court records allege Quinn shared nude images of one victim without consent and digitally altered at least one photo to make it appear that a victim was nude. Authorities say the conduct extended beyond minors and involved a broader pattern of online stalking and threats.

So far, investigators have identified eleven victims connected to the case, including six minors and five adults. Officials believe additional victims may exist and are asking anyone who attended North Branch High School and experienced suspicious or threatening online contact to come forward. Parents are also urged to report any instances in which their children were contacted online by unknown accounts seeking sexually explicit material.
