Isaiah Kessel was charged this week with second-degree criminal sexual conduct involving a child under 14 and a gross misdemeanor count of indecent exposure in the presence of a minor.
Damien William Quinn, who also used the name Ryan William Shattuck, is accused of posing online as a teenager to solicit and obtain sexually explicit images and videos from victims.
Dylan Robert Simmons, who was 20 years old at the time, drove his vehicle into a crowd and struck 17-year-old Darisha Bailey-Vath before fleeing the scene. Officers and paramedics rushed to the park, but Bailey-Vath died of her injuries shortly after.
According to witnesses, a physical altercation between two groups preceded the incident and Simmons drove toward members of the opposing group multiple times, ultimately running over the victim and injuring three others.
