A woman was fatally shot Wednesday morning in Minneapolis during a confrontation involving federal immigration enforcement, authorities confirm.

The shooting was reported around 9:40 a.m near East 34th Street and Portland Avenue.

Emergency medical crews responding to the scene said the woman suffered a gunshot wound and CPR had been started. She was transported by paramedics but later died from her injuries, a Department of Homeland Security spokesperson confirmed.

Initial dispatch traffic described the scene as a “rapidly escalating situation.” As of around noon, Minneapolis police and Hennepin County sheriff’s deputies were assisting with traffic and crowd control in the area.

Minneapolis Mayor Jacob Frey confirmed the shooting involved an ICE agent and sharply criticized the presence of federal immigration enforcement in the city. Frey said ICE activity has caused “chaos in our city,” called for the agency to leave Minneapolis and Minnesota immediately and said city leadership stands with immigrant and refugee communities.

The Hennepin County Attorney’s Office said it is seeking a local investigation into the shooting. In a statement, the office said it has been in contact with law enforcement leaders, the Minnesota Attorney General’s Office and the Governor’s Office and is pushing for a local review to ensure transparency and oversight.

DHS Assistant Secretary Tricia McLaughlin issued a statement, saying ICE agents were conducting targeted operations when people near the intersection began blocking them. She said the woman “weaponized her vehicle” and attempted to run over agents “in an attempt to kill them,” calling it an act of domestic terrorism. McLaughlin said an ICE agent, fearing for his life and the lives of others, fired defensive shots.

McLaughlin said the agent acted according to training and that the woman was fatally struck. McLaughlin added that ICE agents who were hurt are expected to make full recoveries, though DHS has not specified the nature of those injuries.

McLaughlin also blamed what she described as attacks and rhetoric by “sanctuary” politicians, citing what DHS says are sharp increases in assaults and death threats against federal officers. She said the situation remains under investigation and that more information will be released as it becomes available.

By Wednesday afternoon, the Minneapolis City Council had identified the woman killed as 37-year-old Renee Nicole Good. Officials said Good was a U.S. citizen and had been observing federal activity in the city and was not the person ICE agents were attempting to arrest.

The agent who fatally shot Good was identified on Thursday, Jan. 8 as Jonathan Ross, 43.
