A driver in Shakopee refused to pull over for state troopers, ignored repeated commands to exit her vehicle and told officers she “just wanna get high and catch a holy ghost and go home,” according to the complaint.

Fathiya Abdullahi Hassan faces five charges filed October 19 in Scott County District Court: fleeing a peace officer in a motor vehicle, refusing to submit to a chemical test, driving while under the influence of an artificial cannabis or hemp product, driving after cancellation and obstructing legal process.

According to the complaint, at about 10:53 p.m. on October 16, Minnesota State Troopers received a report of a Chevy Malibu swerving at low speeds with its hazard lights on along southbound Highway 169 near Marschall Road in Shakopee. The reporting party said the vehicle was drifting between lanes and blocking attempts to pass. The driver sped up when the reporting party tried to pass and continued swerving onto the shoulder as the vehicle traveled south past Jordan.

A trooper found the Malibu and saw it drifting onto the right shoulder while driving slower than the posted speed. The trooper activated emergency lights and siren, but the vehicle did not stop. The trooper pulled alongside and saw the driver looking back and forth with a dazed expression. The driver then accelerated to 54 mph. Another trooper boxed in the vehicle from the front, and the car eventually came to a slow stop.

Troopers approached and saw the adult female driver holding a cellphone. She refused multiple orders to exit the vehicle, telling officers, “I don’t know if I can get out of the vehicle,” and later, “I want to go home.” When troopers said they had been following her, she replied, “I’ve been following you guys too.” Asked if she saw the emergency lights, she said, “maybe I did.” The complaint states she braced herself against the steering wheel and resisted as officers tried to remove her, yelling profanities and refusing to exit.

Troopers eventually pulled her from the vehicle and handcuffed her.

Inside the vehicle, troopers found several empty tube-like containers labeled as THC, empty pre-rolled THC cigarettes in a trash bag, and two baggies of THC gummies in Hassan’s purse. The complaint says officers did not conduct field sobriety tests due to her conduct. During transport to Saint Francis Hospital, Hassan reportedly said, “I just wanna get high and catch a holy ghost and go home,” and, “the holy ghost said I might die tonight unless these handcuffs come off.”

A trooper obtained a search warrant for a blood sample, but the complaint states Hassan refused to comply after being advised multiple times. Troopers also discovered her driver’s license was cancelled.
