A Minneapolis man sexually assaulted a juvenile victim and threatened to share explicit images he took without her knowledge, according to a newly filed criminal complaint.

Victor Issac Wion, 28, of Minneapolis, faces two felony charges: 3rd-degree criminal sexual conduct and possession of child sexual abuse material. The charges stem from an April 3, 2026 report to Minneapolis police.

According to the complaint, officers received information that an adult male had engaged in sexual penetration with a juvenile victim. Investigators identified Wion as the suspect and determined he was 168 months older than the victim. During a forensic interview, the victim disclosed that Wion had engaged in sexual penetration with her and confirmed that he was aware of the age difference.

A search of the victim’s cellular device uncovered multiple text messages between Wion and the victim. In those messages, Wion admitted to possessing child sexual abuse material of the victim and made threats to disseminate the images. The victim told investigators that Wion took photos and videos of her during the assaults without her knowledge or permission.

Court records state that the images and videos were created while Wion was sexually assaulting the victim. The complaint also notes that Wion’s threats to share the material were intended to intimidate the victim.

Wion is currently in custody at the Hennepin County Jail. The charges were filed Wednesday, June 24. A court date has not yet been set.
