
Repeat DWI Offender Charged After Fleeing Ramsey County Deputies

The incident started around 1 a.m. on Jan. 30 after a Ramsey County sheriff’s deputy on patrol observed a Mazda CX-7 traveling on Forest Street between Reaney and Minnehaha avenues.

The shooting was reported around 2:25 p.m. on the 900 block of York Avenue, where Saint Paul police found an adult male suffering from multiple gunshot wounds.

Alfredo Mancillas Jr., 31, of Corpus Christi, Tex., is charged with one count of third-degree DWI for refusing to submit to a breath test and one count of fourth-degree DWI for operating a motor vehicle under the influence of alcohol.

Lemon was taken into custody by federal agents in Los Angeles where he had been covering the Grammy Awards, while Fort was arrested at her home in the Twin Cities.

County Attorney John Choi announced the guidance after a Jan. 26 meeting that included all Ramsey County local law enforcement agencies, the Ramsey County Sheriff’s Office and the Minnesota BCA.

Deputies arrived on the 5000 block of Birch Trail where they found a 17-year-old male suffering from a gunshot wound to the leg. Authorities said the injury was not life-threatening.

Prosecutors say he led deputies on an 11-mile pursuit through multiple cities before crashing and running from his vehicle near the Hugo City Hall, in Washington County, before being taken into custody.

Prosecutors say the assault occurred inside a Saint Paul garage and the woman was later found walking down a roadway covered in blood.

The shooting early saturday morning left the victim with a shattered bone that required surgery.

The latest offense is part of a series of similar cases authorities say date back several years.

According to the criminal complaint, the incident happened around 10:50 p.m. on Dec. 31, 2025, near Hazelwood Street North and County Road B East.

Juan Carlos Rodriguez Romero was indicted on two counts of assault on a federal officer with a dangerous weapon and one count of assault on a federal officer.
