Officers were called to the area for a report of a person jumping in and out of traffic and waving at passing vehicles. When officers arrived, they found Holly Ann Norbeck, 33, walking in the westbound lane of County Road B East.
Police learned Norbeck had five active warrants for her arrest and took her into custody. During a search incident to arrest, officers say Norbeck became verbally aggressive toward an officer, shouting profanities and objecting to being touched. The complaint states that Norbeck then spat directly into the officer’s face.
