A pedestrian was fatally struck by a semi-truck Tuesday evening in Empire, according to early information from Dakota County authorities.

According to charges filed Monday, 18-year-old Abdulahi Jama Ali and 18-year-old Abdikani Mukhtar Abdiwahab were arrested after police say shots were fired from a car occupied by the pair during a disturbance on school grounds.

Initial info indicates the man was on foot in the traffic lanes when he was hit, a State Patrol spokesperson said. The driver of the vehicle stopped at the scene and is cooperating with investigation.

Prosecutors charged 51-year-old Martin Frederick Branshaw on Thursday with one count of second-degree attempted murder with intent and one count of second-degree assault.

The suspect also faces separate charges in Dakota County for second-degree criminal sexual conduct and first-degree burglary following an alleged assault of a woman the day after the homicide.

Firefighters immediately began CPR, with reports indicating efforts were still underway when a medical helicopter arrived around 4:40 p.m. Despite the lifesaving measures, the motorcyclist was pronounced dead at the scene.

According to a criminal complaint filed in Dakota County, Mehdi Badaoui is charged with one count of attempted first-degree murder and one count of attempted second-degree murder.
