Eagan Man Charged in Brooklyn Center Kidnapping, Sexual Assaults

An Eagan man is facing six felonies after allegedly holding a woman against her will and repeatedly sexually assaulting her inside a Brooklyn Center hotel room over several days.

Norbit Demetrius Jenkins, 61, is charged with kidnapping and five counts of first-degree criminal sexual conduct along with felony motor vehicle theft following the allegations.

According to the criminal complaint, the woman told police she went to the Super 8 Motel in Brooklyn Center on Dec. 26, 2025, looking for her boyfriend, who she believed was there to buy drugs. She said she could not find him but met Jenkins, who invited her into the room and told her it was safe because others were inside. She reported several people were coming and going throughout the night and that narcotics including crack cocaine and fentanyl were being used. She said she was a recovering addict and initially did not want to use drugs but felt pressured after men in the room became angry with her.

The woman told investigators the situation changed after Jenkins woke up later and became upset that people were using his drugs. Prosecutors say he ordered other men to leave, leaving himself alone with four women. The complaint states Jenkins told the women someone had to “pay,” forced them to undress and displayed what appeared to be a handgun, telling them they were not allowed to leave. The women reported being sexually assaulted while under threat. The woman who had come to the motel looking for her boyfriend said she was exhausted afterward and passed out.

When she woke the next morning, the woman told police everyone else was gone and Jenkins told her she could not leave, claiming people were watching the room. She said Jenkins told her he was taking her vehicle, which was parked outside, and left for several hours without her consent. She reported wanting to leave but said she was afraid for her life and stayed. Jenkins later returned with other people.

That night, the woman told investigators Jenkins again sexually assaulted her, using force and threats. She reported being burned on the arm with a crack pipe and being struck and choked during the assault. Police documented a burn mark on her forearm and bruising on her body. She said the assault lasted more than an hour and that she felt dizzy and unable to breathe at times.

The complaint describes another assault in the early morning hours of Dec. 29 and additional incidents later that day after the woman attempted to escape with help from others in the room. Prosecutors say Jenkins found her, dragged her back to the Super 8 and threatened her and others. The woman reported additional sexual assaults inside the room, again involving the display of the weapon. She said she was finally able to escape after Jenkins left the room again and another person helped her get away.

Investigators later recovered the woman’s vehicle in Minneapolis. During a search, police found paperwork bearing Jenkins’ name and a BB gun in the trunk that appeared to be a real handgun. The woman identified the BB gun as the weapon Jenkins used during the assaults and confirmed it did not belong to her. Hotel records listed Jenkins as the registered occupant of the room during the time frame and the woman identified him in a photo lineup.

Jenkins is charged with kidnapping, one count of first-degree criminal sexual conduct involving a dangerous weapon and four additional first-degree criminal sexual conduct counts for using force on separate dates. A sixth count alleges he took and drove the woman’s vehicle without consent.

A warrant was issued for Jenkins arrest and he is not yet in custody. Prosecutors said Jenkins’ whereabouts were unknown at the time the warrant was issued.

If convicted, the kidnapping charge carries a potential sentence of up to 40 years in prison. Each first-degree criminal sexual conduct count carries a potential sentence of up to 30 years.
