The man told dispatchers he had been at East River Flats Park earlier but didn’t remember what happened afterward, a Minneapolis Fire Department spokesperson said.
Minneapolis firefighters and University of Minnesota police began searching the area using sirens, spotlights and an infrared camera to locate him deep in the bluff. Crews set up a rope system and rappelled about 20 feet down the slope to reach him.

A MFD boat was launched to the lower riverbank to avoid pulling him up the steep terrain. Crews placed the man in a rescue basket and loaded him into the boat before transferring him to paramedics waiting on the University of Minnesota shoreline near the rowing club.
He was reported to be in stable condition and taken to a nearby hospital for evaluation. No injuries to responders were reported.
