A driver fleeing Red Lake Police at speeds up to 110 miles per hour nearly struck an officer before being stopped in Beltrami County and arrested on suspicion of driving while intoxicated, according to the complaint.

Jocelyn Irene Dow, 41, faces three charges filed October 19 in Beltrami County District Court: first-degree driving while intoxicated, fleeing a peace officer in a motor vehicle and driving after cancellation for public safety reasons.

According to the complaint, at about 3:39 p.m. on October 17, Beltrami County Dispatch reported that Red Lake Police were pursuing a suspected impaired driver who had been reported for reckless driving and driving into the ditch several times. The vehicle, a beige Chevy Traverse with Red Lake Tribal plates, was identified as being driven by Dow, who had an active warrant out of Beltrami County.

Red Lake Police found the vehicle and approached, but Dow fled and nearly struck an officer, the complaint states. Officers pursued Dow with lights and sirens for about 20 to 25 miles as the vehicle left the Red Lake Reservation and entered Beltrami County. A sheriff’s sergeant intercepted the pursuit at the intersection of Hwy 71 and Scenic Hwy, observing Dow fail to stop for emergency lights and continue at about 75 miles per hour.

The complaint says Dow eventually pulled off the roadway after about two more miles. Officers conducted a felony stop, but Dow refused to follow commands and made furtive movements in the driver’s seat before finally exiting the vehicle after repeated orders. A deputy who arrived on scene arrested Dow and immediately noticed a strong odor of alcohol.

The deputy confirmed that Dow’s license was canceled for public safety reasons. Field sobriety testing was not performed at the scene due to Dow being considered a flight risk. Instead, Dow was transported to the Beltrami County Jail, where the deputy noted a strong odor of alcohol in the patrol vehicle and observed Dow’s slurred speech. Dow agreed to a breath test, which registered a result of .17, according to the complaint.

The complaint says Dow has three prior DWI-related incidents within the last 10 years. According to the complaint, Dow’s license was revoked after a DWI in 2024, and she was convicted of DWI in Beltrami County District Court on February 12, 2019, and May 10, 2017. The complaint says Dow also had an active arrest warrant in Beltrami County and a previous warrant from 2014 to 2017.
