A Brooklyn Park man shot another man in the face during a robbery attempt underneath a Minneapolis bridge, leaving the victim unable to see out of his right eye and suffering frequent seizures, according to the charges.
Anthony Louis Rowe, who was 31 at the time, faces charges of attempted second-degree murder, first-degree assault causing great bodily harm and attempted first-degree aggravated robbery.
According to the complaint, officers responded early in the morning on Nov. 14, 2025, to a report of a robbery and shooting underneath a bridge in Minneapolis. Officers found the victim with a gunshot wound to his face. The victim was transported to HCMC for treatment.

Surveillance footage captured the victim walking into a small crowd under the bridge. The video shows a male suspect approaching with his arms raised as if pointing a firearm, then appears to show him firing a shot toward the victim. The suspect then fled, appearing to tuck something under his jacket.
Investigators later learned from a probation officer that a witness reported receiving a phone call from Rowe, in which Rowe said he had shot the victim in the head and was planning to flee the state. The probation officer also noted that Rowe had cut off his ankle monitor days before the shooting and had an active warrant for his arrest.
On Dec. 31, 2025, officers arrested Rowe after, the complaint says, they saw him conducting hand-to-hand drug transactions underneath the same bridge. Officers found a handgun with a black slide, silver frame and black grips on Rowe at the time of his arrest. Rowe was charged separately for being a prohibited person in possession of a firearm.
In May 2026, investigators learned that an inmate who lived under the bridge had told a jail intelligence officer that Rowe shot the victim during a robbery that went bad. The inmate said he was surprised the victim survived. The inmate later confirmed these details in a follow-up interview.
The victim told investigators that before the shooting, he was asleep in a nearby tent and woke to Rowe arguing with the victim’s girlfriend. The victim said he overheard Rowe tell the girlfriend that he was going to rob the victim. The victim and the girlfriend then went under the bridge, where, according to the victim, Rowe forced him to his knees and told him to empty his pockets and remove his bag. When the victim refused to remove his bag, Rowe said, “I’m gonna just kill you. I know I got to smoke you anyway,” and then shot him in the face, the victim said. The victim described the gun as silver with a black handle.
The victim described the bullet entering above his right eye, passing through the back of his eyeball and breaking his jaw. He can no longer see out of his right eye, has frequent seizures, hearing issues and still has the bullet lodged in his face. The victim was later shown a photo of Rowe and confirmed it was the man who shot him. He also reported hearing that Rowe had bragged about the shooting, telling others he had “three bodies now.”
The charges were filed Sept. 30, 2026, in Hennepin County District Court.
