A Saint Paul man is facing multiple charges after allegedly engaging in sexual acts with a minor in exchange for money and drugs, while also being accused of strangling her during the encounter.

The incidents came to light following an investigation that began in July 2025.

Nathan Ryan Meadows, of Saint Paul, faces charges of engaging in prostitution with a 16 to 17-year-old, domestic assault by strangulation, soliciting a child or someone believed to be a child through electronic communication and engaging in electronic communication relating to sexual conduct with a child.

The investigation started when a 16-year-old girl, identified as KPH, reported that she had been contacted on Snapchat by men with whom she exchanged sex for drugs. In January 2026, KPH contacted law enforcement to report that Meadows had reached out to her again. She stated that he picked her up from a sober house and took her to his home, where they engaged in sexual acts in exchange for $200. KPH described previous encounters where Meadows had been aggressive and had forced himself on her.

Following the incident, KPH underwent a sexual assault exam, during which she reported that Meadows had strangled her multiple times, causing her to experience coughing and dizziness. Investigators later obtained video and photos of Meadows from KPH, which confirmed his identity. Additionally, DNA evidence collected from KPH matched that of Meadows.

As the investigation progressed, KPH provided information about Meadows’ drug dealing activities, including selling THC and mushrooms to minors. On May 19, 2026, KPH reported that Meadows had contacted her again, this time using a different Snapchat username. He allegedly solicited KPH to connect him with a 15-year-old girl for drug sales, which led to an undercover operation involving a Saint Paul police officer posing as the minor.

Meadows is currently in custody at the Ramsey County Adult Detention Center. He is scheduled to appear in court on June 8, 2026.
