The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: In July 2025, the Wright County Sheriff’s Office received evidence that a then 16-year old girl, KPH (2008), was being contacted on Snapchat by men with whom she exchanged sex for drugs. She identified one of these men as having two usernames: “mnplus12” and “mnplus28.” Pursuant to a subpoena, the IP address for these usernames was found to be [ADDRESS REDACTED], St. Paul, Ramsey County.
Exchange of Sex for Money, and Strangulation As of January 2026, KPH was 17 years old and living at a sober house in St. Paul. On January 8, she contacted an investigator to report that the same man (“mnplus12 / mnplus28”) had recently contacted her again on Snapchat. She said that they exchanged messages. KPH continued that earlier that day (January 8), the man picked her up from the sober house and brought her to his home on Garden Way. She said that there, they had vaginal and oral sex in exchange for $200 (in $10 bills). The earlier exchange of messages between the man and KPH was recovered.
In it, the man and KPH discuss their relationship in intimate terms. She tells him that he had previously forced himself upon on her during past sexual encounters, for which he apologizes. She tells him about recent breakup. He admits to her that he has repeatedly had sex with girls as young as 14. KPH also provided notes that she had taken on her phone. In them, she describes the man as a “drug dealer.” She said that he sells THC and mushrooms, among other things, and “sells to minors.” Sexual Assault Exam The next day (January 9), KPH went to United Hospital, where she received a sexual assault exam.
She told medical staff that she had met the man online and had exchanged sex with him for drugs in the past. She said that he had often been aggressive with her, including “not stopping when I told him to stop.” KPH continued that the man had picked her up and brought her to his home on Garden Way, where he had vaginal and oral intercourse with her in exchange for $200. KPH said that during the encounter, the man strangled her several times, with a hand around her neck and an estimated force of 7 on a scale of 1 to 10. She said that she experienced coughing, dizziness, and a headache.
She explained, “It was just during sex. I don’t like it, but he chose to do it.” Identification KPH provided to investigators a video and photos of the man that she had taken on January 8. He was positively identified as the defendant, NATHAN RYAN MEADOWS ([DOB REDACTED]). The defendant is a resident of the home at [ADDRESS REDACTED]. On May 13, 2026, the defendant’s phone and a sample of his DNA were obtained pursuant to a warrant. Swabs from KPH’s body had been taken during the exam at United.
