Randy Mark Couillard, 58, of Stillwater, faces one count of first-degree arson where another person could have been present. Court records show Couillard made an initial court appearance Tuesday morning.
North St. Paul police were called to the 2000 block of 9th Avenue East at about 7:04 a.m. Saturday, Jan. 10, on a report of an assault. When officers arrived, they found an adult male suffering from an apparent gunshot wound.

North Saint Paul Police say two people are dead after a stabbing and shooting on the 2300 block of Shoshone Road. Police were called on Tuesday, Nov. 1, just after 12:30 p.m. and when squads arrived, they discovered multiple people with life-threatening injuries.
A woman was found dead and a man was taken into custody after fire crews responded to an apartment building on fire on the 2200 block of South Ave. E. just after 6:30 p.m. Thursday, Aug. 25. Firefighters extinguished the fire and investigators discovered the woman’s remains inside the apartment.
Police have identified the man arrested in connection to the double stabbing and robbery at an antique business late Thursday morning. Authorities also said that the officer who was injured by a homemade pepper spray during the incident has since been released from the hospital.
