BCA Gives New Details After ICE Agent Shoots Man in Minneapolis

State authorities have released additional details in a Jan. 14 use-of-force investigation involving an ICE agent in north Minneapolis.

The incident began with a vehicle pursuit that ended in a crash and an altercation outside a nearby home.

The Minnesota Department of Public Safety’s Bureau of Criminal Apprehension says federal agents were pursuing a vehicle just before 7 p.m. on Jan. 14 when the driver crashed into a snowbank on the 600 block of 24th Avenue North.

The adult male driver then ran to a nearby home. An agent caught up to him in front of the residence and an altercation followed. Another adult male from the home also became involved. Based on initial investigative information, a broom may have been involved in the confrontation. At some point during the encounter, the agent fired his handgun, striking one of the men.

Minneapolis police officers and Hennepin County medics were called to the scene. The man who was shot suffered a non-life-threatening gunshot wound to the leg and was taken to a hospital for treatment. He was later identified as Julio Sosa-Celis, 24. The ICE agent was also injured and transported to a hospital. The other man involved at the home was taken into custody by federal officers at the scene.

A BCA crime scene team and personnel with the agency’s Force Investigations Unit began processing the scene while investigators with the Federal Bureau of Investigation conducted a separate investigation.

The BCA said crime scene personnel were unable to complete their work that night due to safety concerns related to a crowd that formed nearby. Before leaving, investigators recovered a plastic shovel and photographed the scene. After additional investigation, agents determined a follow-up search warrant was needed. On Jan. 21, BCA personnel executed that warrant and recovered a broom, a shell casing and a bullet.

Investigators say they have not been permitted to interview the agent involved and have not been provided information, the BCA said, including their identity or whether a body camera was worn. The FBI has told the BCA it does not intend to share the results of its initial investigation.

The BCA is asking anyone who captured video of the incident or has firsthand information that could assist investigators to submit it by email to bca.tips@state.mn.us.

The investigation will continue to the extent allowed under Minnesota law. Once complete, the BCA will present its findings without recommendation to the Hennepin County Attorney’s Office for review.
