The victim met officers outside and directed them to the apartment where her boyfriend remained inside. Officers went to the unit and made contact with the man inside, asking him to come out. When he refused, police requested the Saint Paul Police SWAT team to respond. Negotiators spoke with the man for more than an hour as officers held the perimeter and waited for a warrant to force entry.
