A man poured accelerant at the threshold of an apartment door on the 1200 block of Herbert Street in Saint Paul and set it on fire, causing flames to enter the unit and forcing the resident to escape through a window, according to the complaint.
Keeveion Arneal Mack, 31, faces a charge of first-degree arson in Ramsey County District Court, filed October 27.
According to the complaint, officers responded at about 6:45 a.m. on July 9, 2026, after the victim called 911 to report a fire inside the apartment. The victim told officers he was working on music when smoke alarms sounded. He removed his headphones, went to the kitchen and saw flames coming from under his apartment door. Unable to exit through the door, the victim escaped through a window.

The victim described a recent assault in the hallway outside his apartment involving a man known as “Kilo,” and said he had become paranoid about people coming to his door, so he had propped a chair against it. On the day of the fire, the chair was again propped against the door. The fire investigator determined that an accelerant was used to ignite the threshold and the fire spread inside, catching the chair on fire.
Surveillance video from the apartment complex showed a Black male, about 6 feet tall and 170 pounds, wearing a blue sweatshirt, purple undershirt and jeans, carrying a plastic silver canister with a yellow cap. The video showed the man approaching the victim’s apartment door multiple times before pouring liquid from the canister at the threshold and igniting it. The ignition was so bright it washed out the camera footage and the fire appeared to burn the suspect’s leg before he ran away.
Investigators later identified the man in the video as “Kilo.” A woman who lives in the building told police she knew “Kilo” as Keeveion Mack and that he used her address to receive mail. She said Mack still visited her apartment occasionally. Investigators confirmed Mack had been staying at the same apartment building as the victim.
A search of Mack’s cell phone, conducted under a warrant, revealed that on July 7, 2026, the phone was used to search topics related to power boxes and power outages on Maryland Avenue and at Maryland Apartments more than one 100 times.
