A Saint Paul man stopped for driving without headlights in Minneapolis early on August 9, 2026, had a breath alcohol level of 0.13 and a loaded handgun beside the driver’s seat, according to charges.

Charles Rayshawn Tyreak Mosby, 27, of Saint Paul, faces a gross misdemeanor charge of carrying or possessing a pistol without a permit in a public place, two misdemeanor counts of fourth-degree driving while intoxicated and a misdemeanor charge of careless driving.

According to the complaint, a trooper with the Minnesota State Patrol observed Mosby driving a 2016 Nissan Rogue without its headlights illuminated near the 3rd Street ramp to Interstate 94 at about 4:50 a.m. The vehicle was stopped, and Mosby exhibited signs of impairment, including bloodshot and watery eyes.

He admitted to consuming alcohol and showed multiple clues of impairment during standardized field sobriety tests. A preliminary breath test indicated an alcohol level of 0.121. Mosby was placed under arrest, and an evidentiary breath test at 5:43 a.m. showed a level of 0.13.

The complaint states that Mosby’s driving privileges were revoked at the time of the incident, and he was aware or should have been aware of this revocation. An inventory search of his vehicle uncovered a loaded Taurus G3 9mm handgun located between the driver’s seat and the center console, and he did not possess a permit to carry the firearm.

The charges were filed on October 5, 2026, in Hennepin County District Court.

The pistol charge carries a maximum sentence of 364 days in jail, a $3,000 fine or both, according to the complaint. Each fourth-degree DWI count carries a maximum of 90 days in jail, a $1,000 fine or both.
