A Minneapolis man fired several shots at a vehicle outside a Saint Paul residence as a woman and a man sat inside, according to charges.
Dsean Daniel Larkins, 23, faces two counts of second-degree assault with a dangerous weapon in Ramsey County District Court.
According to the complaint, police responded to a home in Saint Paul at about 12:30 a.m. on September 29 after a report of an assault involving a firearm. Officers spoke with the victim, who said the shooting happened the previous night at her Saint Paul residence. She told police she was preparing to go bowling with a man when Larkins, a man she knew, arrived at her home and became upset.

The victim stated that as she and the man sat in his vehicle outside her residence, Larkins fired several shots at them. She and the man drove away from the scene. The victim later discovered a bullet fragment in her pocket after feeling tingling in her left leg, though officers did not observe any bruising. Neighbors collected three shell casings from outside the home and gave them to a family member who had come to secure the residence.
Police had the victim call Larkins, who admitted he was angry and asked if he would be a felon after the incident. Larkins declined to provide a statement to officers but did not dispute the victim’s account. He later agreed to turn himself in and arrived at the Saint Paul Police Department headquarters, where he placed his unloaded firearm on the dashboard and signed a consent form for police to secure it.
In a later interview, Larkins denied being at the victim’s residence at the time of the shooting, saying he had only come by earlier to charge his vehicle. When asked about the shooting, Larkins said, “I never said I shot anyone,” and then requested a lawyer, ending the interview.
The victim told investigators she knew Larkins and that there had been two prior occasions when things became physical, including an incident earlier in the year when Larkins strangled her. She said she did not report those incidents to police.
Larkins was scheduled to make a first court appearance on Thursday, October 1.
