A woman used debit and credit cards stolen from residential mailboxes to make unauthorized purchases, according to charges. West Saint Paul police investigated reports from Dakota County residents between June 11 and July 22.
Phylicia Krystal Doss, 38, of West Saint Paul, is charged with felony financial transaction card fraud and felony mail theft.
The complaint lists a $628.99 clothing-store purchase on June 11, a $1,469.47 retail purchase and a $396.17 Uber transaction on July 9 and a $62.47 convenience-store purchase on July 19.
Officers reviewed store surveillance footage and identified Doss as the person making purchases with the stolen cards, according to the complaint.
On July 22, a homeowner photographed a person taking mail from residential mailboxes and leaving in a vehicle. Officers identified that person as Doss and recovered mail addressed to other people during a search of the vehicle, the complaint says.
