A Saint Paul man allegedly repeatedly struck a woman on the buttocks at a light rail platform under the pretense of removing a spider, then was linked to similar sexual assaults on public transit, according to charges.
Kenney Rogers, 33, faces three felony charges: criminal sexual conduct in the 5th degree for nonconsensual sexual contact, criminal sexual conduct in the 5th degree as a felony in a separate case and 4th-degree criminal sexual conduct.
According to the complaint, on July 11, 2026, an adult female reported that she was waiting for a train on the westbound platform at the Raymond station in Saint Paul when Rogers approached her. He told the victim she had a spider on her lower back, then repeatedly smacked her buttocks with his hand, pretending to dislodge the spider. The victim did not see a spider fall. Surveillance video captured the incident and matched the victim’s account.

An investigator with Metro Transit Police recognized Rogers from photos in a separate sexual assault report in Roseville involving a similar method. On July 13, 2026, Roseville officers arrested Rogers and confirmed he was the same person involved in the July 11 assault at the Raymond platform. In both incidents, Rogers wore the same jacket, hat and a Chicago Bulls backpack.
The complaint also details a similar assault on May 13, 2026. In that case, another adult female reported that she boarded a bus at the Rosedale Transit Center in Roseville, where Rogers was already on board. He asked the victim for a cigarette, and when she stood up to exit, Rogers sexually touched her with his hand.
The victim turned to see his hand grabbing her and also saw that his penis was exposed. Video from the bus showed Rogers wearing the same Chicago Bulls backpack and glasses as in the other incidents.
Court records show Rogers has previous convictions for indecent exposure in 2024, 2022 and 2021, as well as a kidnapping conviction in 2021. He is also currently charged with felony 5th-degree criminal sexual conduct in a separate case. He is scheduled to appear in court Monday, August 3.
Rogers was scheduled to appear in Ramsey County court on August 3, 2026.
