A Saint Paul man sexually assaulted a staff member at a local shelter and was found in possession of narcotics during his arrest.

Terrick Neil Moore, 45, faces charges of fifth-degree drug possession, 5th-degree criminal sexual conduct for nonconsensual sexual contact and 4th-degree criminal sexual conduct.

On June 9, 2026, at about 11:30 p.m., officers on patrol were flagged down by security officers at Higher Ground in Saint Paul. They reported that a staff member had just been sexually assaulted by a resident, identified as Moore. The victim, 26, told officers that as she walked into work, she felt unwanted contact. When she turned around, she saw Moore’s arm swinging away from her. She immediately told him not to touch her and reported the incident to security.

Moore was taken into custody, and officers found a screwdriver and multiple baggies of suspected narcotics in his pockets. During a Mirandized interview, he claimed he had only slapped the victim’s backpack and denied inappropriately touching her. However, surveillance video showed him quickly running up behind the victim and swinging his arm low toward her body. The victim reiterated her statements during a follow-up interview, noting that Moore had previously shown interest in her.

A presumptive test revealed that one of the baggies contained cocaine, weighing a total of 0.5 grams. Additionally, about two months prior, another resident reported that Moore had entered his room without consent and stolen his wallet. Moore had pled guilty to simple robbery in late April and was released on his own recognizance.

Moore is currently in custody at the Ramsey County Adult Detention Center. A court appearance is scheduled for June 11, 2026.
