A 98-year-old woman at a senior living facility was sexually assaulted by a neighbor.
The incident occurred on May 19, 2026, at the New Perspective Senior Living facility in Roseville.
Lawrence Arthur Kelvie Jr., 72, of Roseville, faces a charge of 4th-degree criminal sexual conduct for sexually touching the victim, who is mentally impaired and unable to consent.

According to the complaint, officers responded to the facility after one of the victim’s daughters reported receiving a motion alert from a camera in the victim’s room. She reviewed the footage and saw Kelvie standing over the victim and sexually touching her, both over and under her clothing. The other daughter arrived at the facility while the incident was occurring and confronted Kelvie, who then left the room. The victim expressed feelings of being “trapped” and asked to leave with her daughter.
Surveillance video corroborated the daughter’s account, showing Kelvie manipulating the victim’s clothing and touching her. Staff at the facility informed officers that the victim is on hospice care, suffers from dementia and is unable to summon help. In contrast, they noted that Kelvie is cognitively intact. He was taken into custody and declined to make a statement, although a DNA sample was obtained from him with his consent.
Kelvie is currently in custody. A court date has not yet been set. If convicted, he faces a maximum penalty of up to 10 years in prison for the charge of 4th-degree criminal sexual conduct.
