According to a criminal complaint filed in Ramsey County, 26-year-old Arlandis Shamar Walls is charged with two counts of criminal vehicular operation resulting in great bodily harm.

According to the criminal complaints, 47-year-old William Terrell Cobbins and 28-year-old Brianna Larae Strong drove to the High Rise Apartment complex in Moorhead around 4:15 a.m. on Sept. 28 after Cobbins argued with the woman over the phone.

Police were called on July 6 to an apartment building on the 2700 block of Lexington Avenue North, where the toddler was found unresponsive outside the garage with a severe head wound.

According to a criminal complaint filed Friday in Ramsey County, 33-year-old Stephan Andrew James is charged with first-degree assault causing great bodily harm and second-degree assault with a dangerous weapon.

Anthony John Crowley, 52, a former U.S. Customs and Border Protection officer, pled guilty Friday in U.S. District Court to one count of possession of child pornography.
