Man Charged After Violent Assault in White Bear Lake

Prosecutors charged a man after a woman told police he choked her unconscious and threatened to kill her in White Bear Lake.

The incident happened around 1:00 a.m. Saturday, March 14, at a home on the 1900 block of Eugene Street.

According to the criminal complaint, officers were dispatched after a 911 call in which a woman told dispatch, “Please don’t call back just send emergency services,” before hanging up. When officers arrived, the woman ran toward them and said, “He choked me” and “he choked me out until I (expletive) stopped breathing.”

Police identified the suspect as Savon Lamonte Brown, 32, of White Bear Lake, who was behind her as officers arrived. Officers attempted to stop him, but he went back inside the home.

When officers arrived, the woman ran toward them and said, “He choked me” and “he choked me out until I (expletive) stopped breathing.”

Investigators say Brown then strangled her until she lost consciousness. After she regained consciousness, she said Brown strangled her again and told her, “Yeah, (expletive), I’m gonna kill you, and the basement is gonna be the last thing you see. Give me a reason why I should let the mother of your children live.” She told police Brown repeatedly said, “(expletive)—you’re dead. I’m gonna kill you.”

The woman reported she was choked unconscious a second time and lost control of her bowels during the assault. When she woke up, she said Brown was performing CPR on her and told her, “I’m God! I brought you back from the dead.”

Family members later convinced Brown to come out of the home and surrender to police.

According to the complaint, the woman provided officers with surveillance video from inside the bedroom that showed Brown on the phone while choking her against a wall and on a bed.

Court records show Brown has two prior domestic violence-related convictions within the past ten years, including felony domestic assault cases in 2022 and 2024 involving a different victim. Authorities say he also has seven prior felony convictions, including firearm possession, third-degree assault, threats of violence and multiple domestic assault cases. He had been released from prison on Sept. 10, 2025 and was on intensive supervised release at the time of the incident.

Brown is charged with felony threats of violence, felony domestic assault and felony domestic assault by strangulation. If convicted, he faces up to five years in prison on the threats of violence and felony domestic assault charge, and up to three years for the domestic assault by strangulation charge.

Brown made an initial court appearance on Tuesday morning where bail was set at $75,000. If he posts bail, he is required to have no contact with the victim. His next court appearance is scheduled for March 25.
