Federal Agent from Eagan Charged with Child Porn Production

A federal law enforcement officer from Eagan is charged with producing child sexual abuse material after investigators say he coerced a minor into creating sexually explicit videos.

Timothy Ryan Gregg, 51, was charged in a federal criminal complaint with one count of production of child pornography.

Prosecutors say Gregg, who was serving as a Special Agent with Homeland Security Investigations and a Task Force Officer with the FBI, was identified as the adult seen in graphic videos recovered from a minor’s phone.

The case began when the minor’s father found sexually explicit content involving the child and an older man on the child’s phone. Investigators say the images and videos clearly depicted both the minor and an adult engaging in sexual activity. Authorities later confirmed that the adult seen in the material was Gregg.

Federal prosecutors allege that Gregg used coercion and enticement to get the minor to take part in the abuse, and that the material was created for the purpose of production and distribution. The U.S. Attorney’s Office emphasized that Gregg held positions of trust in federal law enforcement and will be held accountable for abusing that authority.

In a statement, Acting U.S. Attorney Joseph H. Thompson said, “The U.S. Attorney’s Office will always hold defendants in positions of public trust to account, particularly when they commit crimes against vulnerable children.” He credited the FBI and Rochester Police Department with acting swiftly to arrest Gregg.

FBI Minneapolis Special Agent in Charge Alvin Winston called the conduct a gross violation of both law and duty, saying, “There is no place in law enforcement — or in any position of public trust — for those who exploit minors.” He said the FBI remains committed to ensuring no one is above the law.

Gregg was taken into custody and made his first appearance in U.S. District Court in Minneapolis on Wednesday. A federal judge ordered him held in custody pending further court proceedings.

This marks the second time in recent weeks that a Minnesota law enforcement officer has been federally charged with producing child sexual abuse material. In early May, Minnesota State Trooper Jeremy Francis Plonski, 29, of Shakopee, was indicted on four federal counts related to the production and distribution of child pornography. Plonski is accused of creating explicit videos involving an infant while wearing his state trooper and Army Reservist uniforms. He also faces state charges of first-degree criminal sexual conduct involving a victim under the age of 14. Plonski also remains in federal custody.
