A man refused to let a woman out of a vehicle near her Roseville workplace, threatened to kill her if she tried to escape and drove off as she called for help, according to the complaint.

Sue San Xiong, 41, faces three felony charges in Ramsey County District Court: kidnapping to commit great bodily harm or terrorize, threats of violence with reckless disregard for risk and felony domestic assault. The charges were filed October 15.

According to the complaint, Roseville police were dispatched at about 12:24 p.m. on October 13 to an address in Roseville on a report of a domestic situation, later updated to say a woman was hiding in a building there. A manager told police another employee had alerted her to a domestic altercation in the parking lot.

The manager went outside and saw Sue San Xiong drive up with the victim in a vehicle. Xiong told the manager the victim was no longer going to work at the business, but the victim shouted that Xiong was “doing this against her will.” Xiong then accelerated out of the parking lot as the victim tried to exit the vehicle.

The woman later called the manager and said she had escaped and was hiding nearby. She told officers that she and Xiong had met for lunch that day and argued as they drove. The complaint says Xiong drove back to a parking lot near her workplace, stopped the vehicle and told her she needed to quit her job.

When the victim tried to leave, Xiong grabbed her shirt near the collar and pulled her back, ignoring her repeated requests to let her go.

The victim convinced Xiong to let her call a coworker to bring her belongings outside. While Xiong drove back to the business, the victim called her coworker and asked them to notify the manager. When they arrived, the manager was waiting. The victim called out for help and said Xiong was trying to kidnap her and would kill or hurt her.

She tried to exit the vehicle, but Xiong drove off with the passenger door open. The complaint states Xiong threatened to kill the victim if she tried to run away or call police.

Xiong drove to another parking lot, where the victim told him she would call police if he did not let her drive. Xiong agreed but again threatened to kill her if she tried to escape or contact police. As they switched seats, the victim fled into a nearby building under construction and yelled to workers that Xiong was trying to hurt her. Xiong then drove away.

Police saw redness on the left side of her chest, fresh scratch marks on her neck and bruising on her face, chest and arm. The complaint says she told officers the bruises came from a recent incident in which Xiong struck her repeatedly with his fists, and that he had once stabbed her with a knife, leaving a small scab on her arm.

The complaint says Xiong had three outstanding felony warrants and was out of compliance with his predatory offender registration. An alert was issued for his arrest, and Saint Paul police later found Xiong at his residence and took him into custody. After being read his rights, Xiong told officers, “I ain’t saying s***, ‘cuz I didn’t do s***.”

According to the complaint, Xiong is on probation and has open felony charges for domestic assault and domestic assault by strangulation.
