A Minneapolis man led police on a high-speed chase in a stolen car after attempting to break into a neighbor’s garage, crashing into another vehicle and fleeing on foot before being arrested, according to charges.
Ivan Oliveros Lizcano, 21, faces charges of theft of a motor vehicle, obstructing legal process, second-degree burglary, third-degree burglary, receiving stolen property and fleeing a peace officer in a motor vehicle. The charges were filed Tuesday, August 11.
According to the complaint, police responded at about 7:37 a.m. on April 23 to a report of a stolen 2015 black Chrysler 200 from a residence on West 97th Street in Bloomington. The victim told officers the car had been taken within the previous 45 minutes. While officers were en route, dispatch reported a possible burglary in progress at a nearby address on West 95th Street.

A second victim reported seeing a man in a flannel shirt in his backyard trying to get into his garage.
The complaint states the suspect saw the second victim, got into a black Chrysler sedan parked in the driveway, drove over the yard and fled. Officers confirmed this was the same Chrysler reported stolen minutes earlier. Police arrived and found fresh pry marks on the garage service door. The second victim then pointed out the Chrysler driving down the street, now displaying different license plates.
Officers searched the area and found the Chrysler pulled over on Garfield Avenue South, with a green GMC SUV parked in front. As police approached, both vehicles accelerated away, ignoring emergency lights and sirens. The Chrysler and the SUV were driven through a curve and onto 98th Street West at about 55 mph.
Both vehicles used the right turn lane to pass five cars and ran a red light at Lyndale Avenue. The SUV made it through the intersection, but the Chrysler crashed into a black GMC Sierra, setting off airbags in both vehicles. The driver of the Sierra was evaluated by EMS.
After the crash, police saw the driver of the Chrysler run to the SUV, which then sped away. Officers pursued the SUV, later determined to be a stolen GMC Yukon, as it drove northbound on Normandale Boulevard and onto Highway 100 at speeds over 95 mph. The Yukon sideswiped another vehicle before crashing into a retaining wall near I-394. Two suspects fled on foot, with one swimming across a drainage pond and the other hiding under a bridge.
Police arrested both suspects. Ivan Oliveros Lizcano was identified as the driver of the stolen Chrysler and as the person who attempted the burglary, while the other suspect was identified as the driver of the stolen Yukon. A search of the vehicles produced numerous items, including a hammer inside the Yukon.
A court date for Lizcano has not yet been set.
About This Charge
Minnesota’s general theft statute is § 609.52. Felony exposure increases with the dollar value taken: more than $1,000 is a gross misdemeanor, more than $5,000 is a five-year felony, and more than $35,000 is a 10-year felony. Burglary is charged separately under § 609.582.
