A Minneapolis man struck and killed a bicyclist while driving under the influence of alcohol and drugs, then admitted to speeding and looking down to adjust his climate control just before the crash.
Diallo Roy James Greer, of Minneapolis, faces two counts of criminal vehicular homicide in Hennepin County District Court. The charges allege he operated a vehicle in a negligent manner while under the influence of alcohol and controlled substances, resulting in the victim’s death.
According to the criminal complaint, officers responded to a report of a vehicle crash involving a bicyclist in Minneapolis on April 20, 2026. The victim was thrown a considerable distance and died from his injuries at the scene.

Officers located Greer at the scene and noted the smell of alcohol. Field sobriety testing was conducted, and Greer’s preliminary breath test measured .086. Greer admitted to officers that he had been driving in excess of the speed limit and was looking down to adjust his climate control when the collision occurred.
A blood draw taken within two hours of the crash showed Greer’s ethyl alcohol concentration at .057. Toxicology reports also revealed the presence of delta-9-THC, hydroxy-THC, carboxy-THC, cocaine, cocaethylene and benzoylecgonine, a metabolite of cocaine, in his system. Additional reports are pending, according to court documents.
The complaint states that, given the risk Greer poses to public safety, a warrant was requested for his arrest. Greer is currently in custody at the Hennepin County Jail.
The charges were filed Thursday, June 25. A court date has not yet been set.
About This Charge
Minnesota charges criminal vehicular homicide under § 609.2112, a felony carrying up to 10 years in prison when a driver causes a death through negligence, intoxication or other qualifying conduct. Criminal vehicular operation causing injury is charged separately under § 609.2113, with penalties that scale to the degree of bodily harm. These offenses are distinct from murder and manslaughter, which require proof of a different mental state.
