The shooting happened around 10 p.m. on Sept. 15, when officers received multiple reports of gunfire.

An off-duty officer working at the nearby Target store was approached by people fleeing inside who reported the gunfire. That officer went outside and heard shots coming from the encampment located north of East Lake Street. Responding officers secured the scene, which they described as chaotic.

Investigators recovered evidence of widespread gunfire throughout the encampment and are working to determine what led up to the incident. Police said it is unknown whether the shooting is connected to another that injured five people near Lake Street and Stevens Avenue earlier that same day.

On Sept. 18, a man was arrested on suspicion of aiding and abetting after the fact, but he was later released pending a formal complaint.
