Man Who Injured Officer in Moorhead Squad Ramming Gets Jail Time

A Moorhead man who rammed two police squad cars and injured an officer during a confrontation last year has been sentenced to jail time and probation.

Nineteen-year-old Saige Matthew Robin Cogger pleaded guilty in April to one felony count of first-degree damage to property involving a public safety vehicle and one gross misdemeanor count of fourth-degree assault on a peace officer.

The charges came from a Nov. 2, 2024, incident in Moorhead that started as a domestic disturbance and ended with a pursuit and collisions involving two police vehicles.

Officers were called to a 9th Street South apartment around noon for a domestic dispute. After separating the parties, Cogger became upset when told he couldn’t take his child with him and left in his vehicle. A short time later, he returned, honking his horn outside. When officers approached, he demanded personal items, admitted he only had a learner’s permit, and argued with police. As one officer went to issue citations, Cogger allegedly revved his engine, reversed into a patrol vehicle and drove away.

Police said Cogger then turned his vehicle around and struck another squad car head-on near 9th Street South and Belsly Boulevard before backing into it again. Officer Horn, who was in one of the struck vehicles, suffered neck pain as a result of the crash and was treated at Sanford ER.

On Oct. 13, 2025, Cogger was sentenced to a stay of imposition, meaning his felony could be reduced to a misdemeanor if he completes probation successfully. He was ordered to serve 90 days in the Clay County Jail with credit for three days served and work release allowed. As part of the plea agreement, a more serious charge of second-degree assault, a second count of first-degree damage to property and a fleeing charge were all dismissed at sentencing.

Cogger was also placed on five years of supervised probation. He must complete diagnostic and chemical assessments, abstain from alcohol and drugs, avoid bars and liquor stores and take part in cognitive skills programming. He is prohibited from possessing firearms.

He was ordered to pay $10,932 in restitution to the League of Minnesota Cities Insurance Trust for squad car damage, along with $1,085 in fines and fees.
