SAINT PAUL: Officers requesting backup apprehending a murder suspect near Minnesota St. & 5th St. E. - Suspect described as a black male wearing a black puffy jacket and blue backpack.

Officers had the suspect detained without apparent incident around 10:15 a.m.

SAINT PAUL—Police are investigating the city’s 28th homicide of the year after a fatal shooting around midday Monday in the Payne-Phalen neighborhood. Police found the victim with apparent gunshot wounds around 12:30 p.m. on the 1000 block of York Ave.

Medics declared the victim dead at the scene. Initial dispatches indicated the male victim was found unresponsive in the alley.

Officers canvassed the area looking for evidence and interviewed witnesses. but as of late Monday night, authorities say there have been no arrests made and the incident is still under investigation.

The death is being investigated as the 28th homicide so far this year in Saint Paul. In 2021, there were 37 homicides in the city.

UPDATE — The Ramsey County Medical Examiner on Tuesday identified the victim as Antwan C. Watson, 16, of Saint Paul. A 16-year-old suspect, also of Saint Paul, was arrested Tuesday morning around 10:20 a.m. near 5th & Minnesota downtown.
