A 31-year-old man died early Wednesday after a high-speed crash on an Interstate 94 ramp in Saint Paul, the State Patrol says.
Initial information from investigators says a Tesla, being driven by 22-year-old Musab Ibrahim Kosar, of Fridley, was traveling east on I-94 at a high rate of speed just before 3 a.m. when he exited onto Dale Street and collided with a Toyota RAV4 that was crossing the intersection.

Kosar and his passenger, 19-year-old Suban Geer, of Saint Paul, were also taken to Regions with non-life-threatening injuries.
Authorities said the road was dry at the time of the crash. The State Patrol reported that all occupants were wearing seat belts and that it’s unknown whether alcohol played a role.
