CHARGES: Teen Lured Victim on Dating App Before Carjacking, Shooting
A Woodbury teen has been charged as an adult in connection with a violent carjacking and shooting last December in Minneapolis.
The shooting left the victim critically injured, now reported to have a lifelong impairment.

Prosecutors allege Randal Barnard Williams, who goes by the name “T-Moe,” shot the victim five times during a planned robbery just before midnight on Dec. 5, 2024, and then fled in the victim’s car, along with a teenage girl who had allegedly lured the victim through a dating app.
Williams is charged with four felonies, including second-degree attempted murder, first-degree assault and two counts of first-degree aggravated robbery.
Minneapolis police responded to the shooting just before 11:30 p.m. in the alley of the 3900 block of 11th Avenue South. Officers found the adult male victim suffering from gunshot wounds to the chest, abdomen, flank and pelvis. He was rushed to the hospital, intubated and underwent surgery. He survived, but lost part of his stomach and was left with severe, lasting damage.
According to the charges, the victim told police he had initially met a girl named “Sasha” on a dating app on Nov. 29, 2024. That day, he picked up Sasha and two of her female friends, then drove with them to pick up a boy identified as T-Moe, who was visibly armed with a handgun. The group rode around in the victim’s black Mazda.

On Dec. 5, the victim again met with Sasha, along with T-Moe and others. That night, Sasha asked him to drive to her grandmother’s house in south Minneapolis. When they arrived, she convinced the victim to get out of the car and leave his phone behind. As he followed her into an alley, T-Moe pulled out a gun and opened fire. The victim ran but was shot multiple times before falling to the ground. T-Moe demanded the keys—the court documents said—then he and Sasha took the car and fled.
The vehicle was found abandoned in Fridley on Dec. 13, just a block away from a location linked to Sasha. Police learned that she and Williams were romantically involved and had been previously charged in an Oct. 2024 home invasion burglary in Minneapolis.
Williams and Sasha were arrested together in Red Wing on Jan. 23, 2025. During a recorded interview, Williams admitted to his nickname and relationship to Sasha. Investigators reviewed both teens’ phones and found a series of photos and videos from early December 2024 that prosecutors say connect them to the shooting. One video showed Sasha posing with a handgun while another showed her driving the victim’s vehicle hours before the carjacking. Prosecutors also cited a text message exchange where Sasha appeared to plan the robbery. The day after the shooting, Williams reportedly sent a text saying, “I gotta lay low.”
On July 21, 2025, following certification proceedings in juvenile court, Williams was ordered to stand trial as an adult. Williams is scheduled to make an initial court appearance on Wednesday afternoon. The female, “Sasha,” has also been charged, but those documents remain sealed in juvenile court.
