Burnsville Man Charged in Sexual Assaults of 2 Teen Girls

Burnsville police are seeking potential additional victims after a 19-year-old man is accused of sexually assaulting two teen girls and producing child sexual abuse material.

Detectives believe there may be more people affected and are asking anyone who had contact with the suspect to come forward.

According to Dakota County court filings, prosecutors charged Teodros Raymond Pluntz in two separate cases that investigators say began on social media and continued in person.

In the first case, a 16-year-old reported that she met a 19-year-old on an app, left her Shakopee home at about 12:20 a.m. on Sept. 13, and went with him to the Burnsville Cub Foods, where he bought Sprite at 12:45 a.m. Surveillance video showed the pair together in the store and credit card records confirmed the purchase.

The victim told police they then went to the suspect’s parents’ home, went upstairs to a bedroom and watched a video. She said she drank “Pink Whitney,” a flavored vodka, felt disoriented in a way she had not felt before and recalled telling Pluntz “no” as he became physically aggressive.

The girl described being choked, restrained on a bed and sexually assaulting, and said she later woke up in pain without clothing. That afternoon, she recorded fresh bruising on her chest. A Sexual Assault Nurse Exam documented multiple bruises including on her chest and upper arms and a red mark on the right side of her neck.

Burnsville officers served a search warrant at the home and seized a dark-brown comforter and blanket from the bed, clothing that matched the description from that night, a Pink Whitney bottle cap from under the bed and several phones and other devices for analysis by the Electronic Crimes Unit.

In the second case, a girl born in 2010 texted 911 in late June to report she had sex with a guy she knew as “Teo” and that he filmed the encounter. She told police she met him in fall 2024 on the app Wizz, where she had listed her real age and couldn’t see profiles older than 17. She later learned he was over 18.

The victim said clips were posted on Twitter referring to her as a “college girl,” and that people were encouraged to send a direct message to see more. When officers followed up at her school on Sept. 17 during a separate investigation, she reported sexual intercourse with the defendant multiple times during her 9th-grade year, said he filmed sexual acts six to seven times and described an incident where she said “no,” was turned face-down on a bed, had her pants removed and was sexually assaulted after attempts to get away failed.

According to court documents, the victim told police she could see her own face in the posted clips. Investigators executed a search at the defendant’s home and seized multiple phones and digital devices that remain under review by the Electronic Crimes Unit.

Pluntz faces charges of first- and third-degree criminal sexual conduct, use of a minor in a sexual performance and possession of child sexual abuse material. He' is being held at the Dakota County Jail on $300,000 bail and is set to appear in court on Nov. 13.
