Brooklyn Center Woman Charged After Cart Dispute Ends in Shooting

A Brooklyn Center woman is charged for allegedly shooting a man outside Shingle Creek Crossing following an argument inside a Burlington store.

Officers were sent Saturday, Dec. 6 to 1300 Shingle Creek Crossing and learned while they were on the way that the suspect was still on scene.

Police say they took 25-year-old Roxanna Denise Hill into custody and recovered an FN 9mm handgun from her sweatshirt pocket. The victim, an adult male, had driven to a nearby McDonald’s and was found there inside a vehicle after realizing he had been shot.

According to the complaint, the victim told officers he had been shopping with his children when Hill bumped a cart into one of them inside Burlington. He confronted her, then took his children to the car where his wife was waiting. He told her what happened and suggested she address it. Both approached Hill outside.

The victim acknowledged pushing Hill and said he reached toward her left pocket before hearing a gunshot. He and his wife ran to their car and drove away. He realized he had been shot once he was inside the vehicle. One of his children reported hearing what sounded like a gun being racked while they were still in the store.

Hill told officers she left the store to walk toward Rainbow when the victim and a woman confronted her. She said she heard people saying they were going to assault her and claimed she feared the victim would reach into her pocket, take her handgun and shoot her. She admitted firing but did not describe anyone threatening her with a weapon or assaulting her before the shooting. She later acknowledged she could have run away, the court documents said.

Investigators reviewed surveillance video from inside Burlington that showed Hill, her husband and the victim in the store. At one point, Hill turned away, pulled out a handgun and racked the slide before returning it to her sweatshirt pocket. She walked through the store with her hand on the gun. Hill left the store, and her husband stayed behind to pay. The footage showed Hill following the victim and his children outside before the confrontation.

Hill is charged with second-degree assault with a dangerous weapon, a felony carrying a maximum sentence of seven years and a minimum mandatory three-year term under firearm provisions. She remains in custody on $100,000 bail and is scheduled to appear in court Dec. 10 in downtown Minneapolis. Authorities have not released an update on the victim’s condition as of publication.
