A man in yellow shorts was seen on surveillance video exchanging gunfire with another man at a busy Saint Paul intersection, with bullets striking a passing van and witnesses ducking for cover.

Sherrod Solomon Garrett, 37, of Saint Paul, faces charges of aiding and abetting a drive-by shooting toward a person and aiding and abetting 2nd-degree assault with a dangerous weapon, according to a complaint filed Tuesday in Ramsey County District Court.

The shooting happened around 6:40 p.m. on May 26 at the intersection of White Bear Avenue North and Maryland Avenue East. Witnesses told officers a heavyset Black male fired a gun at a vehicle, and the occupants of that vehicle fired back. Officers recovered spent 9mm casings at a nearby auto shop and .40 caliber casings in front of a residence.

Police found Rashaan Vonzell Osler with a gunshot wound to his upper back. Osler claimed he did not know who shot him and asked to be taken to the hospital. A resident said she saw Osler stop between two garages, toss an item into the bushes and come inside for help. A police canine later found a Springfield .40 caliber handgun, out of ammunition, in the area where Osler had thrown the item.

A witness provided dashcam footage showing a man in a grey hoodie arguing with two men in an auto shop parking lot. The man in the hoodie pulled a gun and fired at the two men, who ran to a black SUV and returned fire. Another surveillance video showed Osler at a bus stop with a man in yellow shorts, later identified as Garrett, while another man stood by the passenger side of the black SUV.

Osler drew a handgun and fired several times at the man in yellow shorts, who got into the SUV’s driver’s seat. The passenger fired back at Osler as they drove away.

Another witness driving a cargo van on Maryland Avenue reported that a heavyset Black male tried to open his van’s door, but it was locked. The driver then heard gunshots and saw a vehicle slow down and shoot at the man. The van was later found to have two bullet holes.

Investigators determined that Osler fired at a GMC Acadia registered to Garrett. Dashcam video showed Garrett wearing yellow shorts outside the Acadia, engaging in an animated conversation with Osler before Osler produced a gun and fired. Garrett ran away, took cover as another man shot at Osler, then got into the driver’s seat of the SUV.

Garrett is in custody at the Ramsey County Adult Detention Center and is scheduled to appear in court Tuesday, July 21.
