A 20-year-old Fridley man faces felony charges after allegedly robbing an acquaintance of a handgun and cellphone at a Washington County park, then threatening to shoot him.

Mohamed Muktar Madey faces one count of first-degree aggravated robbery with a firearm and one count of second-degree assault with a dangerous weapon. The charges were filed this week in Washington County District Court.

According to the criminal complaint, a deputy with the Washington County Sheriff’s Office responded to a robbery at Pebble Park in Lake Elmo on the evening of Friday, March 13. The victim told the deputy he had gone to Bill’s Gun Shop in Robbinsdale earlier that day with Madey, a friend he’d known for about a year, and purchased a Glock 19V 9mm handgun.

After the purchase, the two traveled to Pebble Park in Madey’s white, four-door Lexus sedan with heavily tinted windows. At the park, Madey used the victim’s cellphone to take pictures of him holding the firearm. Madey then grabbed both the gun and the victim’s cellphone and got into his vehicle, the complaint says.

The victim tried to get into the car through the passenger door, but Madey allegedly rolled down the window, pointed the gun at him, racked a round into the chamber and said he would shoot him, according to the complaint. The victim said he walked away because he feared Madey would kill him. Madey drove off with the firearm and the victim’s iPhone 17 Pro Max. The gun was valued at $579 and the phone at $1,199.

The victim walked to a nearby home and called 911.

The next day, the victim provided a phone number for Madey. A deputy contacted the Fridley police department, which confirmed the number was associated with Madey through previous contacts. A records check showed Madey owned a white 2016 four-door Lexus sedan with Minnesota plates.

The following Wednesday, the victim reported that he’d been added to a group Snapchat with people he believed were Madey and two of his friends. The victim said he recognized Madey’s voice in the conversation. Madey was reportedly aggressive toward the victim and told him not to involve police, court records show. Madey also asked the victim to meet him in north Minneapolis, but the victim refused.

On Friday, March 20, the victim came to the Washington County Sheriff’s Office for an interview. He identified Madey from a photo lineup as the person who robbed him. He also said his phone had pinged several times near Interstate 694 west of McKnight Road in White Bear Lake through a tracking app. The following Monday, a detective recovered the victim’s phone on the north side of the westbound lanes of I-694. The screen was cracked in several places and appeared to have been thrown from a vehicle.

The first-degree aggravated robbery charge carries a maximum sentence of 20 years in prison and a $35,000 fine. The second-degree assault charge carries up to seven years and a $14,000 fine.

Madey had his first court appearance on the charges Thursday morning, where bail was set at $25,000 with conditions. His next court date is set for June 1.
